Executive Director for Global Public Policy & Government Affairs
Phi Vu joined Flagship Pioneering in 2023. In his role as Executive Director for Global Public Policy & Government Affairs, he leads Flagship’s efforts to shape public policy, build strategic partnerships with governments, and engage policymakers on issues critical to biotechnology innovation and the growth of Flagship’s ecosystem. His work spans U.S. and global policy, government partnerships, and engagement on priorities including regulatory modernization, national security, artificial intelligence, and the competitiveness of the biotechnology sector.
Phi brings more than 20 years of experience spanning the U.S. government, private industry, and academic research institutions. Drawing on deep expertise in health policy, the life sciences, and public health, he has led and advised on complex public policy and public affairs initiatives at the intersection of science, innovation, and government.
Prior to joining Flagship, Phi held senior health policy and public affairs roles at Edelman, the Advanced Medical Technology Association (AdvaMed), and the Biotechnology Innovation Organization (BIO). Earlier in his career, he spent eight years with the U.S. Department of Defense, where he managed programs focused on the development of medical countermeasures to address national security and public health threats.
Phi holds a B.S. in Biology from Virginia Tech, an M.S. in Microbiology from Georgetown University, and a J.D. from the University of Maryland School of Law.
